Just in case someone starts working on it, repeating part from the
previous discussion: "cached" CSS keys definitely do not belong into
the XDG cache directory, it is not always possible to re-create
them without user intervention.

What about using $XDG_DATA_HOME (~/.local/share), then?

If it not possible to recreate/"cached" CSS keys/, they do not belong into XDG cache nor XDG config.
They are not log files or runtitme files.
Yes, they belong to $XDG_DATA_HOME/libdvdcss.
